In recognition of the difficulties encountered in the implementation of the language directives mentioned in the letter of the Lord's Imperial Protector dated 16.9.1941, No. I,1a, the Protector Government allowed itself to draw attention to the need for a detailed explanation of the new linguistic principles (cf. letters from the Presidency of the Council of Ministers dated 6.10.1941 No. 4098/S./41 M.R. and of 8.10.1941 No.4353/S/41, M.R.) and has presented the relevant proposals, with which the Lord Reichsprotector has already partially explained in letters ....• inversely. But as the new language regulation with Ründschreibung, of the Mini-sterrat of 20 October 1941 No.4515/S/41 M. R. It was stated that the explanations of certain terms contained in them were not sufficient and that, without detailed implementing rules, a certain security was not available for the proper implementation of those terms. This is why the Government has decided to draw up a proposal on implementing rules, as set out in this round table, and to implement the further language arrangements as indicated in the accompanying proposals. In doing so, it assumed from this principle that the aim of the new regulation was to use the German-German service (German-Czech) directed by German nationals, and thus the services of such departments, which are superiors of the assigned employees, received from them, for approval, the completions and other in German (German/Czech) language. As German-led services, in the spirit of monocratic principles, such bodies are regarded as being distinguished by a certain degree of independence.
