The aim is to enforce the autonomous apparatus as strongly as possible by means of interpretation, but on the other hand, in our administration, which is becoming more and more a large-scale administration, we cannot in the long term afford to carry out every skill ourselves, but must learn to govern more and less and to involve others in our work, and we must also strive to achieve the condition that there are no positive conflicts of competence for the German civil servants, but only negative conflicts of competences, not for the purpose of passing on the work from us, but rather to free ourselves for really large tasks. From this point of view, namely to train generous administrative officials, the conversion is also to be seen as positive. Finally, the establishment of the Reichsauftragsverwaltung gives the middle senior civil servants, who are installed as head of the German department, the great opportunity to prove whether they are suitable to replace a higher civil servant, and it can give us valuable information as to how we can employ senior civil officers in senior positions in order to use the higher civil servants as planned in the judicial administration only for real management tasks. However, the integration of Germans into the autonomous administration raises the question of whether it is acceptable to place German Tchachen under the supervision of the Czechs, and whether it would be advisable to take responsibility for the Czech through the occupation of executive posts with Germans. On the first point - insinuation of Germans among Czechs - I do not see any concern because, on the Czech side, as the bishorous experiences show, it is unlikely that the German benefactors subordinated to the Czech authorities, but on the contrary
