74 -4 - Contrary to earlier - ain representative of the Reichsgewalt, as the Oberlandrat represented him, failed. If, with the conversion, it is intended that the German administration spares personnel and, on the other hand, strengthens the autonone administration with Germans, one should be aware that these objectives have not been achieved and that the present situation cannot be achieved. Through the establishment of the Reichsauftragsverwaltung, the personnel saved in the Reich's own administration should have been transferred to the deutschon departments, so that in fact almost no savings had occurred, and if the autonoiae administration were to penetrate even more strongly with Germans, even more personnel would be needed. It would have been much better, so far, to test the current situation, so that, after Kriogsende, if more people were again available, they could make a big break into the autonomous positions. In the Czech population, the assessment of the reconstruction was different, which is only a confirmation of the previous experiences. The intelligentsia, with its power to decompose, destructive criticism, saw it as a major attempt to further develop autonomy.
