For particularly zealous supporters of the idea of a possible complete restoration of the Austrian administration, however, due to their exemplary unity, one sentence is still quoted, which is in the textbook of the Austro-Hischen Verwaltungsrecht by Dr. Joseß Ulbrich, k.k. Hofrat and or- Professor of the Austrian public administration at the German University of Prague, published by the Manz publishing house in Vienna in 1904, page 71. There it is stated: "To the territorial and local execution of the tasks of the state, each ministry should possess its own authority, but this principle could only be carried out partially, there are therefore sub-authorities, which are subordinated only to one ministry, and those, with a mixed sphere of activity, in simultaneous subordination to several ministries, e.g. the political state, district and local authorities." So at that time the unity of the administrative authorities was not wanted, and it was even rejected as a principle and the opposing principle set up, but in fact created the unit of the administration, the healthy development seems to care little about human desires and yet quite often to go their own independent ways. However, we have not yet found a definitive form of our own for the administration according to us, what we are doing is partly palpable, partly bold attempts in the new land, which sometimes also sometimes seem to lead to hardships, circumstantiality or confusion, but from which, in the end, the form will emerge, which is fair to our conception of the nature and meaning of the empire and of its administration, if we therefore, through our entire administrative activity, certainly the right motto of unity - - - 18 -
