5Z such use of revenue for the purpose of an issuing title shall be allowed on a regular basis only up to the amount indicated in the Reich budget in the purpose or in the draft Reich budget as expected revenue in the explanatory notes. If the revenue is higher than it was estimated, the use of an amount beyond the estimate for the purposes of the issue title is only permitted if and to the extent that the Minister of Finance has previously granted his approval. 10. In application of § 7l (1) of the Reich budget regulation, the proceeds from the sale of old materials, which fallep in the case of construction works, may be withdrawn from the construction expenditure.
