8 This provision has resulted in a large number of such posts; the evacuation of occupied territories has led to the return of numerous officials to the Reichsgebiet; difficulties have arisen in various departments in the re-use and accommodation of the holders of supplementary posts. In view of the overall development, in which the danger of supernumerity becomes common for the holders of second posts, I can no longer understand any need for such posts to be transferred to the NSDAP in the case of secondments in the Reich area outside the business area of the seconding ministry or in the event of leave.
