8 This provision has resulted in a large number of such posts; the evacuation of occupied territories has led to the return of numerous officials to the Reichsgebiet; difficulties have arisen in various departments in the re-use and accommodation of the holders of supplementary posts. There is currently no need for additional posts for officials who are still seconded to occupied territories. In view of the overall development, in which the danger of supernumerity becomes common for the holders of second posts, I can no longer understand any need for such posts to be transferred to the NSDAP in the case of secondments in the Reich area outside the business area of the seconding ministry or in the event of leave. I will therefore no longer spend new additional second posts in the Reich budget for l945 on these occasions and, instead of the previous section 4, paragraph 1, I will add the following provision to the Reich Budget Act 1945 d: "The supplementary posts which, pursuant to section 4 paragraph I of the Act on the Budget Management in Reich in the accounting year 1944 of 31 March 1944 - RGBl II p.
