The decree of the Reich Education Ministry mentioned there of 1 May 1942 is in the enclosed booklet as the last sheet. It is only now that the events were at Obersturmbannführer Fischer. From whom the memo of May 2nd, 42, is not apparent from the procedure. This note must be based on an error, because the regulation, which was made in the decree of May 1st, 1942, corresponds precisely to the national policy measures of the Reichsgaues Sudeten. Even before this decree, the Reichsstatthalter in Reichenberg removed from the higher schools of Gaues all the children of Czech ethnicity. So far, the Sudetengau has always pursued a radical policy on the Czech question and made every effort to remove the Czechs from the Gau, in any case to deprive them of any possibility of further training. The decree of the REM of 1 May 1942, on which I myself cooperated, came about at the suggestion of the party chancellery and the Reich Commissioner for the consolidation of the German people. It should ensure that only German children are allowed to attend higher school in the eastern regions, in the regions bordering the Protectorate and in areas with ethnic minorities such as Gau Steiermark and Carinthia. The decree does not apply to Bohemia and Moravia, where the Czechs are consciously and emphatically pursuing a different policy than in the rest of the German Reich. While we are engaged in nationalization work, such work is rejected in the areas mentioned in the decree, in order not to endanger the German language, which is, however, always very secure.
