Students are, of course, racial aspects. Each individual case should be checked to see whether the overall personality of the student is worthy of character and political dignity as well as fit for blood to appear in the German people. As long as an inventory of national policies and the deeper knowledge of the Czech people's substance is lacking in detail, it is only possible to decide on a case-by-case basis with the help of politically closed experts. In the end, the question of studying Czech students in the Reich is a promising one only if an exact uniform planning is carried out from only one position. This position can only be located in Prague and can never be - as court-appointed attempts say - the Reich Ministry of Education in Berlin. In Prague, too, the position cannot be bureaucratic, administered, but must be managed politically and has to work under 4 conditions. Therefore, it is already proposed from here that this position as a special department should be assigned to the State Secretary at the Reichsprotektor in his capacity as Higher 4 and Police Leader.
