3h 1.) Racial and political usability: Every individual case must be checked to see if the Czech student in question, as well as his or her overall personality, seems to be suitable for character and political action in the German people. 2.) Application of atomisation tactics: Czech students must be distributed to foreign higher education institutions in such a way that they cannot form larger Czech groups in absolute numbers (risk of forming Czech student associations or loosely illegal associations) or at individual faculties (private professional discussion partners may only be German students and not Czech fellow students). 3.) The selection of places of higher education institutions: It is limited by the concern for espionage and by the political-spatial situation of the university area. Border cities such as Freiburg, Strasbourg, Aachen, Hamburg are to be blocked for a Czech study as well as the East German war high schools against Poland and Russia (Königs- 80a1 berg, Poznan, Wroclaw). The Slovenian question prohibits a study in Graz, the Czech minority question such in Vienna, the sunken "turn question"
