Corresponds to the conditions under which the persons arrested in the Protectorate since the outbreak of war could be released for preventive reasons. This question is therefore of extraordinary political importance, because the possibility of attracting the population (nafeh of the Bohemian-Moravian region, which the leader wishes to resolve the Czech question, is essentially dependent on it. Therefore, I consider it appropriate to release a significant part of the detainees if the commemorative days of AT Meco JOLONS 28. October (foundation of the Czechoslovak Republic) and on 15 and 17 November (incarceration of students in the previous year and the shooting of Rädelsführers) were carried out without disturbance. It is to be expected that, apart from the considerable atmospheric relief for ASl geM, the Czechs will be given an incentive to stay away from demonstrations and other disturbances of public order in the future, as they see that they can only serve their interests through full loyalty. In October 1940, as I have already told the Führer, there was no disturbance. Following the behaviour of the population in recent months, I also believe that the 15th and 17th November would probably be an undisturbed process. In order that the dismissals could take place without delay, I would be grateful if the Förder's decision were to be taken.
