In the letter of the head of the Reich Chancellery, Reich Minister Dr. Lammers to the Herr Reichsprotektor it says: "The Führer is in principle understood, subject to the strictest observance of the points of view set out by Secretary of State Frank, with your plan to allow protectorate members of Czech ethnicity to study at German universities to a limited extent. He has reserved himself, however, to make his final decision on the matter only after the end of the war." To make this final decision the necessary documents (behavior of the Czechs. Students in the German environment, willingness to repopulate, admission to the institutions of the German Reich, study successes at the German universities) with a corresponding proposal to be able to prepare, in the summer semester l94l about 50 Czech medical and technical students at 5 universities of the Deutsche Reich are to be admitted to study. The course of study and the selection of students is carried out in strict compliance with the points of view set out in the letter to the head of the Reich Chancellery dated 1 November.
