15 - 2 - In February of this year, I examined the substantive conditions for the initiation of the marketing authorisation action, and the reason for this was that an attempt to obtain authorisation should first of all provide certain documents on the basis of which the final decision could be prepared. In order to take advantage of the summer semester 1941, there was a great deal of haste, so unfortunately it was no longer possible to inform all the posts in advance.
