MUSdCSU - 2 - 0Ra II. The local services (State Criminal Departments, Gendarmerie, Criminal Police and Protection Police of the Communities) have to deal with every known case of a black slaughter in their own jurisdiction. Within 24 hours, they shall report to the competent criminal police department in any case of black-slaughtering in accordance with RKP Form 70 (Appendix 2). If the customs investigation authorities still deal with cases of black slaughter within the scope of the previous jurisdiction, they are instructed to return the same notification to the relevant criminal police station. (1) The criminal police forces must centrally record all cases of black slaughter and take the necessary measures to combat black slaughter effectively. They shall, in particular, be responsible for dealing with cases reported by the local police departments or customs authorities, or for taking them into their own jurisdiction, depending on the case. (2) The criminal police authorities must report immediately to the Reichsssicherheitshauptamt - Amt V - in the form of reports any cases of black slaughters which have taken on a larger scale or have caused a particular sensation. In addition, they have to send a monthly - for the first time on 1.11.1942 - to the Reichsssicherheitshaupt amt - Amt V - a proof of all known cases of blacksmithing. (e) number of animals slaughtered (horses, cattle, calves, sheep, pigs); (3) The criminal police authorities are obliged, on the basis of the detailed reports, to examine whether police measures within the meaning of the Circular Decree - S V B 2 No.1o13/42 - of 13.4.1942, concerning police action should be taken to combat violations of the provisions of the war economy.
