In respect of the establishment of building battalions for "Organization L" I reply to the proposal addressed to the Secretary of State there dated 26 May 1942. - Signs II 4 a - 5464 that the Secretary of State agrees with the use of the building battalions in Norway under the usual safeguards measures. I refer to the letter of 14.10.d.Js. - Sign of St.S.
