Under-Secretary of State Dr.v.Burgsdorff was looking for me on 9 September. and informed me that he had discussed with Reichskommissar Gauleiter Lohse in Riga his use as his general and permanent representative with a very positive result, with every desirable clarity achieved. On the basis of the discussions continued with Reich Minister Rosenberg, his agreement with such a solution had to be accepted. In these circumstances, Dr. Burgsdorff is prepared to be placed immediately as the general and permanent representative of the Gauleiter Lohse. He merely expressed the wish that he should be given a better position in terms of rank and remuneration vis-à-vis the General Commissioners, so that he would be able to impose himself on them.
