The Reichsprotector has not been involved in this classification. We have at that time tried to get the be-speakers on our budget and to classify them as general majore. This would have been in line with the leaders of the major divisions that are currently ministerial conductors. In my view, the new classification of commanders makes it necessary not only to insist on the classification of all heads of department, including the central administration, as ministerial directors, but also to consider providing the heads of major divisions as ministerial directorates. However, the new classification of the commanders also implies that the Under-Secretary of State joins the Lieutenant General because, despite the pensionable allowance, he is regarded as a ministerial director (see note from the letter of the budgetary officer responsible for the Reichsprotektor's office in the Ministry of Finance). If the undersecretary's pensionable allowance were to be assessed in the ranking, he would be in grade 3b.
