In other programmes, the workers in the Occupied Territories and the foreign workers of the Reich are called upon to resist and to engage in active sabotage. In recent times, hostile propaganda has increasingly turned to giving concrete indications of opportunities for uncontrollable pass-by, slowing down work and effective sabotage. The danger of these broadcasts lies in the fact that propaganda suppresses the slogan of internationalism, disguises itself nationally and, in clever adaptation to English propaganda, tries to place the Soviet Union as an integral part of the supposedly overpowering American-English bloc whose common interests must be represented. All opposition forces are to be combined into joint opposition work. I continuously reproduce the most important broadcasts of this kind, especially insofar as they contain instructions on sabotage, in part in the "messages of important state police events". I would ask that these reports be made accessible to all staff, since they contain valuable indications for combating anti-state activity and, according to experience, the oppositional elements in the absence of any other control in this field should be taken into account.
