Subject: Resetting of the People's Germans Reference : Your letter of 1.12.1939 I b No. 3613/39 g 27.11.1939 Following your accompanying letters, I would like to comment on the question of the deferral of the People's Germans - insofar as they are not public servants of the German authorities - as follows: The present situation of Germanism in Bohemia and Moravia forces that in the context of the replacement situation of the Wehrmacht, in the case of convenings in the protectorate area, in contrast to the rest of the Reich, people's political aspects must also be taken into account on a larger scale. As the military service in Bohemia and Moravia has only been restructured and the forces working with them come to the greatest extent from the Old Kingdom, I would strongly recommend that a corresponding instruction be given to your replacement service. In this instruction it should be stated that, although a general deferral of the people's Germans or individual classes of them - apart from the public servants of the Reich - is not possible with regard to the military concerns, the following points of view must be considered in the detailed individual applications: 1) It must be fundamentally distinguished between popular German in the well-known centers of Germanism as e.g. Prague, Brno, Pilsen, Moravia, Ostrava, Olomouc, Budweis, the Iglauer Wischauer and Austerlitz language islands and folk Germans, who live in the less German-emphasized areas than so-called stray German. The confiscation of the latter should in particular be omitted if their relatives (wife and children) had to be left alone among the Czechs. h}$
