In the first few days after the creation of the Protectorate, he takes up the form of an arrogance and praise to the Germans. He first finds his political field of activity in the CNS community. He takes over the leadership of the local group Iglau. Later he emerges as a district leader. In the course of the first major transformation of the Central Committee of the ČNS-Volksgemeinschaft, which took place on 18 May 1939, Urban was appointed by the President to the Central Commission. As a member, he is a member of the Commission for Public Employees, the Self-Administrative Commission, the Organisation Commission and the Executive Committee. His exposure to the CNs community led fascist circles in Iglau to the subsidies he received for the peasant riding. It is due to Urban's feeling for economic activity that he took over the leadership of the Commission for Cooperation with the NSDAP within the Central Committee of the CNS community. After the audience of the head of the ČNS, Josef N e b e s k ý, to the State Secretary i Grup penführer K.H.Frank at the end of the previous year, the Czech People's Community devoted a strengthened activity to the work of this Commission in this field with the Czech authorities.
