(c) Staff committees. The political committee dealt with internal and external policy issues, the organisation of the state administration, etc. In the Economic Committee all economic affairs and in the Staff Committee all questions and matters of the State employees. In addition, the President, as the Chief Commander of the Army İitzungen, sometimes held consultations with representatives of the General Staff and the Ministry of National Defence. All matters which were negotiated and approved in the individual Commissions then came to the agenda of the Council of Ministers. Itets, however, was approved by the Council of Ministers of everything that had been decided in the Commissions, because all the governing parties were represented by one of their ministers in each of the above-mentioned Commissions (with the exception of the military, where only the President and the representatives of the army, and here and there the National Defence Minister and the Foreign Minister were represented). In the years l937 - 38 was chaired dié poltische Kommitees Minister päisdent Dr. Hodža, in the Economic CommitteeMinister of Finance Dr. Kalfus and in the Personnel Committee Post Minister Dr. Franke. When he andda held a joint conference of two committees, Prime Minister Dr Hoža chaired the meeting. In those years O (Dr. Hodža - Agrarian) , Deputy Prime Minister (Eisen- bahnminister Pechinger - S & D), Interior Minister (Dr. Černý - Aragarian), Post Minister ( Dr. Franke - People's Socialist), Minister Dr. Šramek (People's Party), Minister Ježek (Nationademocrat) and Minister Mlčoch (Commercial Party). A number of important matters were discussed (especially if no agreement could be reached within the government) by the political ministerial committee together with the chairman of the government coalition party. These discussions took place for the political parties in the years l937-38: for the agricultural party chairman Beran, for the social democrats chairman Hampl, for people's socialists (i.e. the sick chairman of this party Klofáč), Dr Klapka or Dr Klouda, for National Democrats Dr Hodač, for People's Party Dr Šramek (the Vositzen-
