In recent times, there has been an increase in the signs that the Reich's organs are intended to intervene in spheres which are by no means related to the conditions of war. These interventions give the impression that a gradual liquidation of our people's own lives may be planned. Under the circumstances cited, I am compelled to ask the increasingly urgent request to refrain from anything that is appropriate to put the population in a state of unrest beyond what is actually necessary, and may I and my government support our efforts to calm the people.
