W10 The Czech school system. I use this opportunity to express my thanks for your Excellency's letter of 29 August l.J. concerning school requirements. I also thank you for the decision that has been taken to establish a number of new Czech schools in a technical direction. I was pleased to receive your opinion on the issue of civic schools, and the Ministry of Education will, after your approval, present proposals for the establishment of new civic schools where all conditions are met, and I therefore only ask that these proposals be examined in a favourable manner. I am not in any way different from your Excellency from the importance of these schools as a preparatory stage for the specialized schools. When I stressed the need for secondary schools in this regard, I thought of the given state of the civic schools and the recent reform. To this extent, the public schools would not fulfil their task as preparation for the specialized schools to the extent that the increase of these schools will, however, contribute to the transfer of pupils to practical occupations. However, I am sorry that Your Excellency has not been able to change your position on the question of the number of students to be admitted to the first grade of secondary schools in the spirit of my request.
