On your letter of 4.t. Establishment of district planning committees, I reply that I had a detailed discussion with you on the relevant matter on 22.17.1939. On the same day, following my instructions from my personal adviser, the responsible group leader in the office of the Reich Protector received the following written message on the way to the meeting: "Mr. Gauleiter Dr. This morning, the jury mentioned to the Secretary of State that he had decreed the establishment of district planning committees in the area of his gaues, which belongs to the Protectorate. The Aerrn State Secretary is determined to find out what tasks and what conditions the county planning committees have. The Secretary of State also wishes that the activities of the district planning committees should form part of the overall planning of the Protectorate and that appropriate arrangements should be made for this.
