33 copies. Friday, 1 December, the German press representatives visited the building of the district administration and its interior. They were received on this occasion by district director Höss, who, in response to the question of the magnificent interior decoration, declared that the district government was so first-class because it represented the party. In this way the position of the party in competition with the authority of the Reich Protector as representative of the state and in competition to the Oberlandrat as state administrative authority should be expressed. The district leader used the word "competition" four times with reference to the authority the Reichsprotector and the Oberlandsrat. The position of the district administration was also chosen in such a way that it lies in the middle between the Oberlandrat and the authority of the Reichsprotektor. The head of the district expressly pointed out that even in times of war this priority position of the party must be expressed by the appropriate equipment of its building, so that the Czech visitor can see the difference between the authority of the Reich Protector, Oberlandrat and Kreisleitung.
