About the reception of the chairman of the government Bienert by Minister of State i-Obergruppenführer K.H.Frank, which took place on 30.I.1945, is the following report of a local guarantor: "Minister BienerT told him that the minister of state had been extremely polite and friendly to him. However, with his /Beenerts/ concerns he had failed. After presenting to the Minister of State the question of the increased matricular contribution, the Minister had strictly stated to him that the Kinister Council no longer existed, that if he had wished to see the amount of the matriculation contribution, Minister K a l u s should have contacted the competent German gentlemen concerned. Thus Bienert had been "insulated" and abused as a mouthpiece by the lukewarm Kalfus. Binert also seemed to see this later and was annoyed to have met Kalfu's wishes so quickly.
