V a e At the last meeting of the Higher Councils in Prague, the upcoming administrative reform in the Protectorate was presented to them in large measure. I think it is a happy solution that the management of the lower administrative authorities should first be put in German hands and at the same time the ministries of the autonomous government should be put under German leadership, while the question of the non-existent central authorities should be bridged by the maintenance of the Upper Land Councils. Despite some concerns about the complete elimination of the district heads of Czech ethnicity, there are certain reasons for the security of the Reich, while the maintenance of the Oberlandrats guarantees intensive supervision of the new job holders, which is next undoubtedly necessary. The fact that a definitive demarcation of the eligible areas, especially north and south, can hardly and will not take place during the war is against the formation of regional offices and upper presidencies in the Protectorate during the period of the war. Moreover, the official occupation of the Oberlandratsamten is currently quite considerable. In particular, the forthcoming language exams will bring a great burden on the labour market.
