Despite the efforts of my government to maintain peace, Germany arbitrarily attacked Poland in disregard of its obligations. This new example of a German raid was a challenge that we could not ignore without dishonoring ourselves and without jeopardizing the cause of freedom and progress of humanity. We do not seek material gain. Freedom and liberal institutions are our birthright, which we are determined to preserve like our ancestors."
