-7- The Archbishop of Canterburry sent a message to the Archbishop of Athenf. Report on the establishment of a csl. Council of State in London: In April and July, the csll. President negotiated the creation of a Council of States to which the punctuation of cine's parliament is due. It is also intended to document the unity of the Czechoslovaks abroad, not only a psrlament in the truest sense of the word, but a consultative body with the President, which has to carry out a certain control, but without legislative authority. The Chairman and the members are appointed by the President, in such a way that all branches of the Parliament are represented on this Council of State, insofar as their representatives are located abroad. The decree was issued by decree of the President and published in the Special-Nunmer of 28 October of the newspaper "The Czechoslovak in England" /Čechosloyak v Angliey. The regulation has about this content: 1. A Council of State is formed which acts as an advisory body to the President. 2. The Council of States has 4o members, which the President appoints for a period of one year. This mandate therefore has the duration of a year, unless the President or the Governor cancels the mandate on a proposal from the Disciplinary Committee. 3. Members of the Government are given permanent leave when they are admitted to the Council of State. 4. The Chairman and his representative shall be appointed by the President, who shall also convene meetings of the Council. Every member of the Council of State is entitled to participate in the meetings, provided that he has sworn: "I promise my conscience, loyalty to the repuhlik and provisional governance on the ground of England, and I promise to fulfil my task in the most conscientious way imposed on me for our common struggle for the liberation of the homeland and to endure until victory in the war against National Socialism and its allies. - 5. The President acknowledges the decisions taken by the Council of State. 6. Members of the State Council who are members of the Government shall have only a seat, not a vote. 7. The Council shall require the President and his Government to give advice on matters and matters which have been submitted to him. In addition, however, the Council of State may also, on its own initiative, submit to the President or to the Government of Memoranda any areas falling within its competence. 8. The Disciplinary Committee may propose to the Council the exclusion of a member of the State, but must inform the President thereof. 9.
