As early as February 10, 1938, it was made clear by a special decree of the State Ministry that against all orders of the political police the language was excluded. & Special importance finally comes to the fact that even Gdansk, when it was still "Free City", could not spare a similar solution. Free city of Gdańsk was linked to such a solution with particular difficulties. Gdaň already had a National Socialist government at that time, but was still a parliamentary-ruled state. The National Socialist Government had to assert itself against democrat and Marxist resistance, which was strongly supported by the League of Nations and its High Commissioner. The constitution of the Free City sank, similar to the Weimar Constitution, the free play of all political forces of some kind, including those who opposed the interests of the Hei- mat. This constitution was guaranteed by the League of Nations. The right of regulation granted to the Senate of the Free City of Gdansk under an authorization law of 25.6.33 was linked to a number of essential restrictions which also made the fight against the enemies of the state difficult from the legislative side.
