a -2- There can be no doubt, according to the situation of things, that the whole building at the end of 1994 was handed over by the Imperial Protector to the Special Envoy. Should the German Minister of State, as the legal successor of the Reichsprotektor, want to cancel or destroy the present handover act, this can only be done by the fact that the Special Envoy receives a corresponding notification under reciprocity of the old order. This has not happened so far. According to the announcement by Rector Prof.Klausing, curator Dr.Ehrlicer takes the view that the Minister of State, SS-Obergruppenführer K.H.Frank, has decided that the Brückengasse 15 building is available to the university. In contrast to this claim, your representative from the Ministerial Councillor Dr.Fischer assures that the Obergruppenführer had granted the building to the Croats. Both statements are unlikely because the Minister of State did not request any documents or comments from the Special Representative on the whole question. The whole question, therefore, seems to be at the stage of the discussion. It should be important to consider the following points in the decision: 1/ According to the announcement by the commissioner of the Ministerial Council Fischer, the opinion is that the building has 5o room. He has noted that there are no more than 25 of which the Special Representative lo inne, after some time ago the Croatians /l5 Rlume wish of the Federal Foreign Office would be given some new rooms. 2/ A housing of the services housed in the bridge gasse 15 in the former. French delegation is not possible, because when the rental agency was concluded with the French, the Federal Foreign Office had to waive some of the rooms that the French government reserved. Thus, the Reinhard Heydrich Foundation has rented only a part of the French delegation. It is not possible to accommodate the three service providers in Brückengasse l5: a/ Special Representative b/ Institute for European Ethnology at the Reinhard Heydrich Foundation and Institute for People's Studies at the University /Beyer/ /0 Institut für Osteuropaer Geistesgeschichte der Universität und Archiv für Osteuropean Geistes- geschichten in the Reinhard Heidrich Foundation /Winter/. 3./Both the Special Representative and the Archive of Eastern European Intellectual History have secret material which can only be stored in certain, well-to be overlooked, reliably lockable rlums. Since the special envoy has a constant traffic of visitors /mostly non-delteche/, there is a very special interest in the preservation of the very well controlled rooms Brückengasse l5. / 38251
