Reichsssicherheitshauptamt Berlin, 8 March 1944 IV E 1 - Nr. 5/44-551-2 g Geheim! To the state police (lead) stations, commanders of the Sipo and the SD., inspectors of Sipo, and SD. Ministerg commander of the sipo and of SD. Elng: 17. MRZ. 1944 Message: To the higher SS and police leaders, Prague Subject: Shadow action ("Feind listens with) . At the request of the Reichspropagandaministeriun, the Reich Security Chief Office has agreed to cooperate in the currently ongoing "shadow action". The aim of the action is to make the activities of the foreign intelligence service in Germany as much as possible more difficult as possible in a comprehensive propaganda campaign which has been increased from month to month and, above all, to combat the negligent betrayal of the state. The public is to be influenced for about 8 months in the sense of preventive counter-intelligence. In the current first section covering about 6 weeks, the German people will first of all be made aware of the dangers of the enemy espionage and the duty to withdraw the ground from it by absolute silence. As a means of propaganda, the enemy serves as a black shadow, in the next section the action from the common shall go into detail. The issue of countering espionage through strict silence is to be dealt with in all directions, cases from practice serve as the most important arguments for the need for embarrassing confidentiality and clarify the working methods of the hostile intelligence service as well as the possibilities of the individual to participate in the defence.
