From the remarks of your telex from the 2l.l.d.Js.: I have taken note with great interest. I agree with your view that the Reichsregierungen is not without: more can be done on territories with foreign peoples. However, I am not in a position to judge from here which form of organization would be suitable for the occupied eastern territories. A comparison with the Protectorate is not possible given the specificity of the local conditions. The Protectorate is not an occupied territory, but a part of the Great German Empire; its integration has taken place in peaceful ways. This peaceful division is the autonomy granted by the leader, which has an effect on the cultural area. Within the scope of autonomy, the Protectorate has been given its own cultural official organization with a Ministry for People's Enlightenment at the head. Reichsaufsicht über dieses Branche der autonomischen Verwaltung is exclusively by me as German Minister of State for Bohemia and Moravia through my Department of Cultural Policy 4.8M 9-64. It is therefore essential that the general policy of the Member States should be pursued in such a way as to ensure that:
