Have the individual measures you have/always only initiated on German pressure, for example for the complete recording of the rationed food stocks or for the suppression of the creeping trade, produced a tangible result? No! The slippery trade continues unabated. The irreparable conditions of buying and selling under the hand have increased rather than decreased. The high punishments at my instigation did not produce the expected success, because the punishment was immediately political - 3 -
