Tobacco products are sold in Germany not by traficants, but by free shopkeepers, whose economic base is much healthier than those of traficts, especially since they also have a considerably higher trade margin. This development will also take place in the Protectorate, whereby, in order to avoid translation, a concession will probably be made after the procedure in Sudetendeutschland. The tobacco industry itself does not operate any retail trade. It seems to me, however, to be absolutely certain that, in the course of the development of the sale of German factories in the Protectorate, special shops will be formed which, with proper professional management, will have the same high level as today's German specialist shops. Industry, as far as this is desired by the local authorities, will be happy to provide assistance and advice. As soon as the distribution of their products is possible, the industry will also set up sales offices in the protectorate, which will also serve specialist shops, and it seems to me more than likely that in the further development the manufacturing of the quantities sold in the Protectorate will also be transferred to the protectorates. In the choice of locations, German industry will take account of its wishes, and I believe that we should wait until the development is clearer and that, if this is useful to you, I would like to be available to you at the appropriate time.
