English Translation
16a N-39dülobian ae-b-thpu that even the most noble law is not able to arrange all the vicissitudes of life, despite the best will of the legislator. In order to be able to help in such special cases, the chief executives have secured the necessary means by accepting donations. However, this procedure has led to an upsurge of the old immorality in obtaining donations indiscriminately even for purposes which have nothing to do with care. This maladministration has to disappear. I therefore forbid the acceptance of donations for the entire protective squad. The additional care ordered by me, which does not always have to consist in the dedication of money, but should extend even more to the ideal care (education, training, apprenticeships, etc.), remains. The resulting costs are to be requested monthly with the proof of money. The Imperial Treasurer has agreed to make the necessary means available. Mialata, f.fimmens 40775
