In order to be able to help in such special cases, the chief executives have secured the necessary means by accepting donations. However, this procedure has led to an upsurge of the old immorality in obtaining donations indiscriminately even for purposes which have nothing to do with care. This maladministration has to disappear. I therefore forbid the acceptance of donations for the entire protective squad. The additional care ordered by me, which does not always have to consist in the dedication of money, but should extend even more to the ideal care (education, training, apprenticeships, etc.), remains.
