4 In addition, the free movement of trade must be maintained, also with regard to the forwarding of the covered MNaterial. E Zub):School collections: The Minister of Science, Education and Education of the Reich, in agreement with me in his circular to the Länder authorities of the Länder pp. (see Anl. 3) its instructions for the school-collection of waste and waste materials. In addition to the bones, whose collection is no longer limited to the cities and is to be taken up everywhere, the school children will in future also bring the following old and waste materials from the parental and neighbouring housekeeping, in which a school child is not available, to the school for delivery: a) daily the newspaper (also the specialized newspaper and illustrated newspaper), b) fabric residues, useless clothing items and other material waste, c) iron and netall parts, provided that they are not too heavy and can be transported without danger by weight, d) bottle capsules, foils and tubes, e) corks. The school erects its pre-gathering centre in separate rooms, which are protected against weather conditions. The head of the school regulates the supervision of the pre-greasing centre by assigning a suitable personality. The dates of the collection of the material gathered in the prescaution centre arranges the school with the responsible obligatory media dealer. If special waste (e.g. corks) is not to be supplied via the obligatory agent of the Berwertung, deviations of this kind are ordered by me in particular. Since the district administration offices are assigned the sole responsibility of dealing with all questions concerning the school=collection (but not internal school affairs) and the success of the school collection in high wetness is dependent on the regular and punctual emptying of the pre-collection centres, the district management offices take over the ongoing control by the economic offices over the collection of the material by the compulsory middlemen. If difficulties arise in this respect, the economic offices are entitled to intervene independently. This can be done by replacing the obliged middle trader or, if necessary, by the additional obligation of another middle trader. For its part, the obligatory Mnittel dealer has to ensure a regular and punctual emptying of the school pre-collectors by its collectors. If the schools with a correspondingly larger collection of old and waste materials are more serious, the obligatory agent should distribute a number of collectors corresponding to the needs for the emptying of the school boron collection points. It is optional here whether the collector works on his own account or whether he is an employee of his middle dealer tätia. The creation of a fixed employment relationship for the purpose of the social improvement of the collector is the desirable goal. The collecting material collector pays the school for the material the prices he paid earlier to the outgoing household. If a middleman serves for the emptying of the school-gathering places of hired collectors, he has the right to buy directly at the school and to pay the school the prices that otherwise the collector would have paid to the household.
