4 In addition, the free movement of trade must be maintained, also with regard to the forwarding of the recorded natural. Zub):School collections: The Minister of Science, Education and Education of the Reich, in agreement with me, under the 16th of February 1940, in his letter of amendment to the law administrations of the Länder pp. (see Anl. 3) gives his instructions for the school-collection of old and waste materials. After that the school children besides the bones, whose collection is no longer limited to the cities and no longer to be taken up everywhere, should in future also the following old and refuse materials from the parental and the neighboring house. (a) daily the newspaper (including the specialized newspaper and illustrated newspaper), (b) residual fabric, unusable clothing and other material waste, (c) iron and mnetall parts, provided that they are not too heavy in weight and can be transported without danger, (d) bottle capsules, foils and tubes, (e) cork. The school erects its pre-gathering centre in separate rooms, which are protected against weather conditions. The head of the school regulates the supervision of the pre-greasing centre by assigning a suitable personality. The dates of the collection of the material assembled in the school pre-getting centre arranges the school with the responsible obligatory middle trader. If special waste (e.g. corks) is not to be supplied via the obligatory agent for recovery, deviations of this kind are ordered by me in particular. Since the district administration offices are assigned the sole responsibility of dealing with all questions concerning the school=collection (but not internal school affairs) and the success of the school collection is largely dependent on the regular and punctual emptying of the pre-collection centres, the district management offices take over the ongoing control by the economic offices over the collection of the material by the obligatory MMittelhändler resp. by their collectors. If difficulties arise in this respect, the economic offices are entitled to intervene independently. This can be done by replacing the obliged middle trader or, if necessary, by the additional obligation of another nittel dealer. For its part, the obligatory Mnittelhändler has to ensure regular and punctual emptying of the school pre-collectors by its collectors. If the schools with a correspondingly larger collection of old and waste materials are concerned, the compulsory Nittelhängler should have a corresponding number corresponding to the needs. It is optional here whether the collector works on his own receipt or whether he is an employee of his middle trader tatia. The creation of a fixed employment relationship for the purpose of the social improvement of the collector is the desirable goal. The collecting material collector pays to the school for the MNaterial the prices he paid earlier to the handing out households. If a middleman serves for the emptying of the school-borrowing places of hired collectors, he has the right to buy directly at the school and to pay the school the prices that the collector would otherwise have paid to the household.
