69 The Reichskommissar für Altmaterialberwertung /139.40. Ordnung No. 2/40 In addition to my measures taken in my order No. 1/40 of 20 February 1940 for the collection of waste and waste materials, I order the following for the purpose of increasing waste paper production: 1. The DAF's Office of Printing and Paper. On the basis of the authorization given to me by the deputy of the Fuhrer, I commission no. (a) The holdings of paper production, paper processing and printing shall arrange for their members to bring the waste paper produced in their households to be delivered to the holdings. (b) In the cities of Berlin and Düsseldorf, except for the establishments referred to under (a) a record of the waste paper from the household of the members of all the establishments is carried out on an experimental basis. Whereas establishments must make provision for a competent representative to receive the waste paper regularly from the following members at the beginning of the operation and to store it separately according to newspapers and mixed waste; Waste paper trading is obliged to pay the collecting companies the prices corresponding to the qualities (clean waste paper is more valuable in price than such material, which is impounded and therefore has to be sorted in detail). I am transferring the implementation of this collection to the Department of Printing and Paper of the Deutsche Arbeitsfront. The Gaubeauftragte für Altmaterialerfassung are to be informed continuously by the departmental heads of printing and paper about the progress of the actions. Berlin, 2 March 1940.
