178 For the implementation of the state-controlled German wage policy, a) the Main Referent for Wage Policy is appointed to the Reich Protector as State Commissioner in the Czech Ministry of Social and Health Administration, with the task of converting wage policy to German wage politics; b) the Wage Policy Unit is removed from Group II/4 and under the title "The State Trustee of Labour for the Protectorate of Bohemia and Moravia" is directly subordinated to the Head of Division II; c) the Principal Referent of Wage Policy, under the same appointment as State Inspector in the Ministry for Social and Healthcare Administration, is appointed "State Trustee for Labour for Protectorate Czech and Moravia". It also prohibits trade unions and employers' organisations from conducting wage negotiations and talking about wages, salaries and working conditions and from publishing publications.
