120 -1l- 5./ A permanent and effective control of municipal offices is again the prerequisite for compliance with these regulations, although it cannot be expected that the 200 control posts, which have now been sent from the Ministry of Agriculture to the district authorities to control municipal offices, will do equally full work. Apart from the fact that they are composed of various administrations /military, customs, police etc./, the main thing in every control work experience is and this can only be achieved in practice. Therefore, the effectiveness of this control will be ascertained in a few months at the earliest, which may be unpleasant in view of the war relations. Finally, the establishment of the control apparatus of the Ministry of Agriculture has been delayed by the fact that the management of the inspection apparatus has been wrongly reoccupied by a change in the headship of the ministry. However, this measure has now been reversed. 6./ In the meantime, the other inspectors of the Ministry of Agriculture are being trained and, to a large extent, are already assigned to the control of trade, so that even here, too, there is gradually more respect for the law than was previously customary in the business world in the Protectorate. 7./ However, it would be wrong to seek the fraud trade primarily at the merchant's level.
