Here, too, provision must be made for every municipal office, even in larger cities, to be thoroughly reviewed and advised at least once a month. These inspectors must strictly observe the following directives: 1./ With all seriousness and emphasis, the most embarrassing accuracy in compliance with the provisions of the regulations, declarations and decrees issued must be sought. 2./ If, in practice, insurmountable difficulties arise, the Ministry of Agriculture must immediately report to the Ministry for Agriculture so that an amendment can be considered. Up to such a date, strict procedures must be carried out according to the existing provisions, because otherwise respect for the law cannot be restored. 3./ A precise review of self-sufficiency must be carried out as far too much cards are followed for consumers in rural areas, for example, and as a result far too high references for fat are followed, with the strictest principles being applied. It is sophistry - if nothing worse - if self-sufficient persons receive cards for margarine, because according to § 8 para.3 of the announcement 21o/39 cards for such products which are not produced in their own enterprise.The clear provision. in § 19 para.l of the proclamation 212/39 states: Self-sufficiently receive neither milk- nor fat- cards. 4./ An exact check - also retroactive - of the entire subscription document edition is the next task. The quantities in the references appear to be strikingly frequently given in round numbers, which can only occur in exceptional cases with suppliers on the basis of order forms, but can also hardly occur in the case of industrial processing operations, free users/ according to the prescribed stronger agreements.
