110 Schoe/M 14 March 1940. Report. Subject: Control measures of the war-food industry. Already in the reports on the fat supply situation of 12 and 18 December 1939 and 15.I.1940 it has been pointed out that without appropriate monitoring measures the guarantee of a regular supply is not guaranteed. In order to speed up the approaches of the Protectorate Government, in particular the Ministry of Agriculture, to establish a control system and to gain an insight into the actual situation, a decree was issued to the Oberlandrats on 16 January 1940 concerning the supervision of the card and subscription system. After that, the Oberlandrats had to carry out an examination of the individual district authorities and draw up a report on the examination, which had to answer in particular the following questions: 1./ Is the head of the food department, which was to be established in accordance with government regulation 206/1939, suitable for this difficult task? 2./ Is the nutrition department sufficiently occupied to allow for a certain examination and processing of the individual applications? 3./ How was the issue of large purchase notes handled? Were there impeccable documents found? Are there complete lists from which precise considerations can be compiled at any time - also retroactively? In addition, has the district authority issued, on its own initiative, receipts or other instructions which entitle the purchase of food / especially fat /? Did a preference or uncontrolled expenditure to commercial establishments / restaurants, food and beverage manufacturers, etc./? 4./ Has the district authority carried out a statistical evaluation of the maps and reference documents? Will the municipal authorities collect figures and compare them with the number of beneficiaries? Is the proportion of commercial establishments/restaurants, food and beverage manufacturers etc./ determined when obtaining fat, if any, which results are available? -2-
