The companies Škoda-Werke, Witkowitzer Eisenwerke, Waffenfabrik Brünn, Poldi-Hütte and Batá enjoy a certain degree of foreign exchange autonomy. While all other companies and individuals have to offer and deliver their foreign exchange within 3 days to the National Bank, the 5 large companies have only to offer their foreign currency receipts but do not need to deliver them. The only exception is the Bata company, which is obliged, on the basis of an agreement concluded in May l939, to deliver to the National Bank on a weekly basis 5oo.ooo.-- K in foreign currency. The five firms may have their foreign exchange stocks only with a foreign exchange permit, which they must apply to the Ministry of Commerce for receipts of goods, for all other purposes, from the National Bank. However, the war and the blockade of the enemy powers have increasingly reduced the supply of a number of vital raw materials on foreign markets. The 5 companies have therefore no longer been able to meet their needs to date and have therefore moved on to delivering the foreign exchange which is no longer suitable for commodity purchases to the National Bank. The companies have the right to demand back the delivered securities as soon as they have been used for this purpose. An exception to this procedure is the Bata company, which claims to continue to be able to import raw materials if its own I/1-164/40 g.
