Always the Czech Chairman evaded, with all possible objections. More and more clearly, all of his business management and the way in which he negotiated showed that he was not in a position to carry out proper, factual work, but rather to postpone decisions as far as possible. This tactic of abduction, based on the hope that external events would bring about liberation from this obligation, took on such forms that it was only possible to move forward in the work by changing the Tsohechic chairman. He then also entered in early August 1939, after which the Lord Reichsprotector had been informed accordingly. The fact that the difficulties actually existed in the person of the Technical Chairman was clearly demonstrated shortly before the completion of the work of the Special Commission by the behaviour of the gentleman concerned in his later work in the Interior Ministry of Prague as the supervisory body of the Czech delegation. This was the result of the grateful and rapid intervention of the Secretary of State F r a n k - Prague, which made it possible to complete the whole of the Commission's work without delay.
