After the unpublished Second Decree of the Führer on the introduction of the civil administration in the occupied eastern areas of the 20th century. On 1 August 1941, the Reich Commissioner for Ukraine, with its provisional seat in Rowno, under the Reich Minister for the Occupied Eastern Territories, exercises the civilian administration in the part of the occupied eastern territories inhabited by the Ukrainian population. The Reichskommissar für die Ukraine (Reichskommission für die Ukraine) is under the authority of the Reichscommissar for Ukraine under the non-published decree of the Führer on the administration of the Occupied Eastern Territories of 17 July 1941. The civil administration in the Reich's Kommissariat Ukraine comprises, according to the decrees of the Fuhrer of 20 August, 11 October and 4 November 1941 and of 12 November 1941. Other parts of the territory will be transferred to the civil administration very morally with the end of the fighting from the operational area of the army. The territory of the Reichskommissariat Ukraine, which has so far been placed under civil administration, is subject to a permit. The borders between the Reichskommissariat Ukraine on the one hand and the General Gouvernement, the district of Bialystok and the Reich's Commissariat Ostland on the other are customs and foreign exchange borders, which, however, have the functions of internal borders.
