- 27 22 III. The "special section" = Ossobyi Otdjel - O0 mentioned in the treatment of the main administration of the internal troops is generally only in the case of the Red Army and the fleet. It has the task of monitoring the Wehrmacht of the Soviet Union in political terms exactly as the GUGB supervises the civilian population. The working methods of the special department are the same as those of the GUGB. The same network of agents as described in Appendix 2a is also available. Until February 194l the special division was directly under the NKwD, i.e. it was also not connected to the main administration of the state security. Since that time, the Special Department has been separated from the NKVD, under the responsibility of the People's Commissariat of Defence - Narodnyj Kommissariat Oboronyj - NKo - and since then it has been called the III. Department. Activity has remained however the same. It was planned to give to members of special departments later military service. The extent to which these have already been introduced is not known. Until then, the members of the department were called "Bevellmöglichte" by the regiments and independent battalions. IV.
