1La - 8 - Za 2) Central Administration of State Security - GUGB. (see Appendix 2) The GuGB.(Russian: Glawnoye Uprawlenije Gossu- darstwenoi Besopasnosti - Main Administration of the State Security) is responsible for the security of the Soviet Union in political terms. It was independent and uiter known as GPU until mid-I934. With the establishment of the People's Commissariat for Internal Affairs (NKwD) in l934, the GPU was incorporated into the NKVD and held the name GuGB, which it still has today. Noteworthy in this context is still an intermediate stage, in which the GuGB. was detached from the NkVD for a few months. At the beginning of February 194l, the head office for state security (GuGB.) became an independent People's Commissarate. Head of the People' s Commissarates became M e r k u l o w , who was at the same time the representative of the Volkskommissar B e r i j a. (Merkulov is also today the head of the main administration of state security). The People's Commissariat was called Russian: 'Narodnyj Kommissariat Gossudarstwenoi Besopagt- nosti' = NKGB, in German: 'Volkskommissiat der Staats- Sicherheit'. But the independence existed only until shortly after the outbreak of the German-Russian war until about mid-July 1994l. Thus the former state was restored, the People's Commissariat for State Security was dissolved and the NKVD reintegrated. One reason for the reintegration has not been known so far.
