0h - 3 - the position of the government on foreign events as always. The letter itself is by no means intended for publication. I regard this attitude of the three ministers, the Council of Ministers and the Prime Minister Eliáš as a serious affront to the Great German Reich, which must have certain consequences. It is to be decided whether and how the political situation thus created should be exploited by the Reichsprotector. It can be demanded: 1.) The resignation of the three ministers. In the Czech people, according to my knowledge, the exchange of ministers will not cause any unrest. The military events in the southeast overshadow the political life in the Protectorate in such a way that the Czech people will uninterestedly accept the exchange of ministers. 2.) The resignation of the general government and the re-formation of a cabinet with Chechnya. 3.) If the President Hécha declares his solidarity with the Cabinet and de- missiones, the merger of the Czech nine ministries into about four ministries and the occupation by German Commissioners in the Personnel Union with the heads of departments of the Office of the Reichsprotektor, while maintaining the full Czech autonomous administration.
