In agreement with the German Minister of State for Bohemia and Moravia, I took the view that the study of foreign students at the universities of the Protectorate of Böhaen and Moravia continued to be permitted for the following reasons: •τ The universities in the Protectorates have become a certain place of tradition for the South East peoples, especially for the Bulgarians.It would have very negative consequences if foreign students suddenly failed to study at the higher education institutions of the protectorates with a more or more scrupulously sought justification. 2. The German universities in Protectorate have special tasks to perform with a view to south-eastern research.For the future German cultural policy in the southeast, foreigners studying at German universities, especially in the south-east, are of the greatest political importance.Experience shows are negative phenomena among the foreign students, especially Slavic-speaking students, in their relations with the Tachechen without doubt.However, they are not so great that the positive effects caused by the German universities would not be compensated for.
