Between the administration of the Deutsche Karlsuniversität and the autonomous authorities there are time and again differences of opinion regarding the application of autonomous legal regulations to the Reich University. While the university generally takes the view that it is not subject to the laws, regulations and general decrees of this country as an imperial university, the German-led autonomous departments, in particular the Prague State Authority, take the position that the university, at least to a certain extent, must comply with the regulations and decrees that apply to all residents of that country in the same way. I did not originally intend to clarify the matter in principle, since it did not appear to me to be important to the war. However, a new case - recording important statistical material by section V of the MdI (health) - makes it necessary for me to clarify things in principle. I would be grateful if you could obtain a legal opinion of the Minister of State's Justiary and forward it to me.
